Our team consists of current and former police officers with over 80yrs of law enforcement experience including over 40yrs of tactical experience. Each member of our team has served in the military.

Robert Garlock - Chief Executive Officer

Robert Garlock is the Chief Operating Officer and Senior Instructor of High Sierra Enterprises, which he co-founded in 2024 with Scott Durst.

Robert’s focus is providing an overall training and unmatched training facility for Northern Nevada where he served the community for the last 20yrs. The training and training facility will be invaluable to local, out of state and federal law enforcement, military, and corporates communities. High Sierra Enterprises strives to create a training environment to meet their needs and skill sets. High Sierra Enterprises believes training in a realistic environment that are scenario based determining better outcomes through quicker decision making in real world incidents.

Robert is a 20 yr veteran of Law Enforcement. He served 3 years with University of Nevada Police Department. Through a MOU with Washoe County Sheriff’s Department, Robert spent 2 yrs on Washoe County Sheriff’s Office SWAT Team. In 2006, Robert lateraled over to Reno Police Department spending 17 ½ yrs (11 ½ yrs patrol, 6 yrs as a Training Officer and 6 yrs as a Detective). While with Reno Police Department, Robert served 15 ½ yrs on Reno PD’s SWAT Team. He earned a spot on the Explosive Breaching Team, assisted in creating the surveillance and countersurveillance quick reaction team which included motorcade driving tactics driving, and was a Team Leader for 6 yrs. During his time with both Law Enforcement agencies, he went through Force-on-Force Training where he specialized in creating scenario-based training using siminutions. He also attended the FBI Basic and Advanced SWAT Schools, Entegra motorcade tactical driving course, Undercover Techniques and Survival Course, and Academy of Counterterrorism and Response to WMDs.

Robert spent 4 yrs with the Marine Corps from 1992-1996 where he earned individual awards and the Navy Achievement Medal. He deployed on MSSG 35 from Okinawa Japan to Thailand for Cobra Gold.

Currently, Robert has been working a variety of Executive Protection Details, Hostile Employee Terminations, and building High Sierra Enterprises from the ground level.

Scott Durst

Scott Durst - Chief Training Operations

Scott Durst is High Sierra’s Chief Of Operations and Senior Instructor. Scott focuses on providing realistic hands on training for Active Shooter and Threats for Schools, Houses of Worship, Businesses and Home Defense. High Sierra feel's scenario based training provides its clients with realistic life situations to prepare for.

Scott is a 33 year Veteran of Law Enforcement. Scott served 12 years with the Portland Maine Police Department. 21 years with Maine Drug Enforcement. During this time Scott served 17years with the Army National Guard serving in Bosnia as a member of a PSD team investigating and targeting mass graves sites following the War there. In 2003 Scott’s unit served in Iraq for 15 months providing Security and Support for operations around the country. In 2012 Scott served in Afghanistan as a Law Enforcement Professional and was embedded with Denmark’s SF teams targeting the Taliban and Opium operations.

Scott had been serving in the Security industry since returning and has developed several companies focusing on Safety and Security for Businesses, Houses of Worship, Schools and families. Scott lives with his wife in Reno.

Joe Cervantes

Joe Cervantes - Chief of Operations

Joe Cervantes comes to High Sierra Enterprises with an extensive background in law enforcement, private security, and the military. Aside from his 15 years of dedicated service in the U.S. Marine Corps, Joe served his community as a city police officer in Pensacola, Florida for four years. As a Marine, his various specialties were Rifleman, Security Forces Instructor, Infantry Unit Leader, and towards the end of his career he worked in the Counterintelligence community. Joe deployed four times throughout his career, two Far East missions before 9/11 and then two combat deployments in Iraq from 2007-2009.

After the military, Joe went on to attend colleges in Florida and California where he majored in Digital Arts. Immediately after college, Joe began working as a private security contractor, where he gained invaluable experience in the protection industry as a contract manager, as an armed security agent, and occasionally worked contracts in executive protection. Joe has worked for various UHNW clients in the San Francisco Bay Area, in Salt Lake City, and for clients in the news & entertainment industry. Joe eventually settled in Reno, Nevada with his wife of 23 years and their son.
